Default Thermactor Air Bypass Solenoid

My son has a F150 5.0 4WD Auto EFI.

We are having a fast idle problem.

Things we have done.
Replace all vacuum lines.
Found Vesser Canister Rusted out and replaced it.
Cleaned the IAC and remounted it
Reinstalled the O2 sensor since previous owner remov ed cats and installed true dual flowmasters.

Since the vesser canister was rusted out, I traced the vacuum lines to (2) solenoids I believe they are called the Termactor Air Bypass and the Termactor Air Diverter.

What do these do and could they be stuck since the vesser canister was inoperative?
