Default Steering Wheel Removal Help

Finally got around to my clockspring and can't get the wheel off. Got a puller from an auto store and either the 8mm bolts were already damaged or my threads were already stripped because when I hooked it up the two bolts just pulled out of the holes next to the center bolt/spline. I tried using the "legs" but can't come up with a workable placement for them. Either the area doesn't have clearance to get the hook part in or it's at such an angle that it can't grab or just pops off.

Any ideas?

I have been soaking the spline with PB Blaster since last night when I took the airbag off.

I've tried leaving the center bolt in part way and tapping with a hammer as I try to pull the steering wheel and have gotten 0 progress. Also tried tightening the bolt down as far as I could just to get the wheel to move on the spline to maybe allow the PB to penetrate a little more and wasn't even able to move it at all. I don't have access to torch or welder, though I did consider tacking the puller bolts to the wheel frame then cutting them with an angle grinder, but I have neither one so it's not really an option.

Tap the stripped holes to a larger thread.

So is the clock spring the only thing behind the steering wheel, in order to tap the hole I need close to an inch of clearance behind it so is it going to be ok to drill through the steering wheel at the old holes?

There are some connectors on top of the clockspring
