Default rough idle loss of power

ok i've been having trouble with my 95 f150. it idles rough and it has a loss of power when driving. it almost seems like i'm towing another f150 behind me. if i floor the gas, the rpms wont hit redline. i changed the O2 sensor today, wires, plugs, rotor and cap and it hasnt changed a thing. while driving the truck, if i let off the gas the check engine light will come on. but once i hit the gas again it will go off. i've tried getting the codes but the scanner is throwing me off. im not sure if my truck is supposed to have a 2 or 3 digit code.

If I weren't so cheap - I'd almost bet hard money you have 3-digit codes. Not sure what the definitive year was between OBD-I and OBD-II.

A plugged cat could be one possibility - if it hasn't already been removed or otherwise wallered out.

It could give both - my 91 does. It's OBD-I but will display 2 or 3 digit codes.

Your '95 will have 3 digit codes. You don't need a scanner to read your codes, this thread tells how:
https://www.f150forum.com/f10/how-retrieve-trouble-codes-obdi-10907/

'91 is the transition year that seems to display either 2 or 3 or both.
