Default remove p/s pulley without special tool

is there any way to remove a power steering pulley without the 80 dollar pulley removal tool?

Not without damaging it, the pulleys were only meant to be removed a couple of times anyway without needing to be replaced. Your best bet is to go to an Oreilly's (1st choice) or Autozone/Advanced Auto store, they have "loaner" tools that you can borrow. You will have to put the deposit down but it's fully refunded when you bring it back. The good thing about Oreillys is if you have their O-rewards card the tool deposit counts towards your rewards points to get free $, the others don't include the loaner deposits in their rewards programs.

I've got the tool from advanced auto cause it's all I got around me . In think it was 25 u had to put up but like ^ he said u get it all back good deal I felt

Might even been cheaper like 15 dollars can't remember if it was the fan tool or the Polly tool. Either way not bad at all
