there is no such thing as a "custom computer", judging by his model year, he will need either the Tweecer RT or the Quarterhorse, which is integrated into the EEC's service port and then run through a laptop with programming software that changes the EEC's parameters, since the EEC only retains what is programmed into it.

No offense but I'm fairly sure he was referring to a custom tune where a computer is most likely needed to do the tuning.
Just make sure the J3 port is nice and clean before installing that chip.

I forgot to mention the EECs in our trucks are not supported by the RT model of tweecer
I know this because I have talked with the designer we can how ever use the base model but you will have no
data recording functions and basically taking a stab in the dark as to what to mod in the code.
One way I got around this was to use an EEC from a 94-95 mustang but then you have a problem if it is
and automatic trans you lose the OD lockout function and you have to
redo the gearing ratio numbers for the trans portion and also when It shifts.

custom tuned computer, glad someone knows what i'm talkin about. if you tune a stock computer than its no longer stock, and if you tune it to your vehicle, with your engine combination, its custom, its not off the shelf crap thats made for generic vehicles.
