You're in trouble, are the bolts securing the latch to the radiator core support accessable? Or go the other way, are the bolts securing the bar to the hood accessable?

Its tricky but you can loosen the bolts on the latch. I have done it on mine. Or have someone sit on the hood while you try to pull the latch to release it.

If the hood popped open from rattling over RR tracks there was already something wrong with your hood latch. The hood latch is one of those places that does not get the maintenance it needs and after so many years it locks up. You might have to replace it once you get it open. LMC Trucks has all of the parts ( http://www.lmctruck.com/ )
