Default Gas Tank Vent

94 F150, V8, duel gas tanks. Front gas tank works fine except the gas gauge doesn't work. I know the tank has to be close to empty because I had 235 miles on the odometer. Filling up the tank, the gas keeps blowing back out of the fill neck like the air is not escaping as gas goes in. Is there some kind of vent that lets the air out that might be stopped up? I will be removing the bed to replace the rear fuel pump soon, so I can fix the front tank at the same time.

There's an inside and outside tube in the fill hose for just that purpose. A kinked hose could do it, I've even seen where spiderwebs were blocking the vents in the end of the fill hose
