Our landscaping trucks do that because they adjust the angles of the hose into the tank. The trick is to turn it sideways and it will stay on.

well i looked yesterday, and the rubber hose that is clamped on to the metal neck filler one is a little offset, im going to try to re-aujust that and see if it helps the problem.

On my 91 the rubber filler neck is actually a hose inside a hose. If you took out the tank and didn't hook up the inner vent hose that would cause a problem.
