Default Fuel Tank and Fuel Gauge!!!

My fuel gauge is stuck on empty but when the truck is off it goes to 1/4 of a tank. - This is on the rear tank

The past owner told me not to use the front tank because it doesn't work, he says the tank is rusted (i dont see any rust on the tank) but there is strong evidence that the tank overflowed. I mean wet marks all over the point where the filler neck joins the tank and the paint is messed up because gas overflowed all over the side of the truck. (pictures if needed)

I saw something about an anti slosh module on ford vehicles on youtube. like an idiot i took apart all the trim and removed the cluster just to find out there isn't one on this truck.

Does anyone have a possible solution to either of these problems?

My 93 pumps gas into the front tank - return line- and it over flows. I would try to use the front tank-----but this is only me.
And if you post a location you get more help.

If i do the same for the rear tank will it fix my gas gauge problem? And is there a certain part I need on the front fuel pump?

If the tank doesn't work it needs the pump, plus since fuel is being pumped into it the valve is bad. The pump assembly has the valve. The rear would need the fuel level sending unit.
