Sounds like the truck is perfect for what you are wanting to do. I hope he bites on 1200. Should be a fun project/learning experience.

If he wouldn't let me pull codes, do a block test, and/or compression test I would usually try to waste as much of his gas on the test drive as possible, then tell him I won't even make an offer without doing all three. He wasted my gas to go see a vehicle that he won't let me inspect. It doesn't matter how much the vehicle is I expect to be able to preform basic tests, usually if they won't let you there is a reason for that so it's best to just keep looking.

Sounds not bad at all. If it's really what you're looking for a couple hundred either way doesn't make a whole lot of difference. It's just a place to start anyway. What you don't have to do makes it a good deal compared to a lot of others.
But don't feel hesitant to offer lower than the asking price. Remember, once you own it, you're going to find things that you didn't see on inspection and that he possibly doesn't even know about. "I really like the truck, but I can see I'm going to have to do a fair bit of work to it between the brake lines and gas tank, the steering definitely needs some work, it could use a set of tires, and who knows what else the mechanics will find. I'd go .... $1000" ###@@@#&&!. "Well, can you work with me on the price a little ?" . Just kinda like that. Even 200 more left in your pocket is 200 more left in your pocket.

But in the end, make the deal. A non-rusty platform is worth 1400 even if it didn't run.

i agree with manuell.. 1000-1400 truck all day by what you've explained to us... with not a lot of rust? go for it man.

He came down to 1000. I will be signing the title tomorrow evening after work. Thanks for the experience. Looking forward to building this thing up and learning from everyone here.
