When I bought this 1991 f150 the brake lights didnt come on so I assumed bulbs were dead... Replaced them and nothing happened ... So I thought probably fuse and boom they came on but wont turn off ... I replaced brake light switch and they are still stuck on... Any ideas?

You replaced the pedal switch ?

If you unplug the brake switch and they stay on then unplug the flashers for the blinkers and hazards and see if they're still on. If they are then there's a short somewhere. If not, then put the stuf back one at a time and see when they come back on.

Never fooled with the F150 brake pedal switch, but on other vehicles, the switch had a threaded barrel and had to be adjusted to operate properly...

Its on the break pedal switch itself?

There is no adjustment on the brake switch that our trucks have.
