My cruise control will not engage. I can hear it turnede on when i switch it on: I can hear the hi pitched sound ity makes, but it will not engage. Could it be a vacuum thing?

There is a recall on the cruise control because it will catch fire. Replacing the recalled part might fix that issue.

The recall is just a new harness with a fusible link on the hot side, These years do not use engine vacuum to operate the cruise it uses a electronic actuator instead. The whine might be the actuator signaling that it is bad. My truck does not make any different noise on cruise than without it.
