I wanted to post this info for anybody having the same problems. I have a 95 f150 with a straight 6 300 and 185,000 miles on it. I failed inspection here in texas. The HC readout was around 1300, the norm is 140. I got some good advice from Good ol bill who suggested it was a missing condition, probably distributor cap, rotor and spark plug wires. I replaced all of those tune up parts and bam, I passed inspection. I have never replace my o2 sensor either.
