Thanks for all the tips, but the tilt-wheel lever doesn't allow the bottom shroud to come off, and the ignition cylinder holds the top one on. And, again with one hand I cannot do much.
I was working on a pushmower (has lever throttle, so you can walk away while it's running). Had it tilted up on one side, holding the wheel, and it slipped a bit. My brilliant reaction was to attempt to stop it from falling on me... by grabbing the edge of the deck.

The tilt lever screws out and if you have to take the key cylinder out (I don't recall having to do that) you put your key in, turn it a little and push a piece of coat hanger wire up the little hole that doesn't have a screw, which pops the button up so you can pull the key cylinder out.
Once that cover is off, you might try swapping out the multi-function switch as that controls your lights. Not sure how that system ties into your ignition switch (which is the white one partway down the column) but maybe.
I suppose you have to check for some wires that are shorting in there, it does sound like a likely possibility.
I have one of those columns in the garage so if you have any more problems I'll go look at it and see if I can figure it out for you.
