Spray some starter fluid in it, if it runs long enough to burn the starter fluid and then dies its for sure a fuel problem, and usually a bad fuel pump.

2 straps hold up the tank get a atv lift or a floor jack with some blocks of wood to remove it, simple install. (well mine also is lifted 6" with 3" bolt lift aswell :P)

I ended up in a situation where I had to run the tank really low to get to the next station about a week back, I'm thinking it might have sucked up some junk. Or, could it be the regulator or the IAC? If I understand it right, the IAC works like the choke on a carb, and this cold start issue feels a lot like trying to cold start a carb engine without the choke set.

Seafoam will help digest any bad gas. Take another pressure reading w/ the Fuel pressure regulator vac hose disconnected. Should see a noticeable increase.

Deal w/ the filter replacement before moving on to anything else. Start w/ the most simple, then move to the more miserable, expensive stuff.

Got a similar problem but a bit different
Sometimes my 96 F150 will start up first time other times you turn it over and it will spit and sputter and die it will do this multiple times before it actually will start up once it starts up it runs fine no problems I can then shut it off and it will randomly do the spitting and sputtering again whether it's cold or warm I have change the ignition coil ICM distributor spark plugs and wires crankshaft sensor and fuel relayy anybody got any other ideas tired of doing the hit and miss
