Yea that's it. It must be stuck, which is what they do, but usually they stick on one tank. Or it could be clogged. You can open it up and check it out, lubricate it with motor oil only, but never blow compressed air into it. You may find a couple o-rings in the reservoir, they do that too. One is fairly easy to get back on, the other practically impossible.

Ok, I pulled the DFR off, pulled it apart and it seemed like the diaphram was suck but once I unscrewed it and poured some oil down the plungers it seemed to work better, than I think I screwed it all up I used compressed air (regulated down to about 20 psi to blow through the holes because I couldn't get any thing to pass through it any other way

Still no starty :/ I have a couple trucks in the junkyard that should have a DFR. Will try those later on today.
Still fuel going into switching valve, nothing coming out. How much pressure should the rear pumps be producing? The plungers seemed to move freely enough when I had it apart, and it started for like a millisecond when I put it all back together and then lost pressure again

I think like max 10 psi. I did say don't blow compressed air into it. If you search dual functon reservoir online you will come up with better instructions that I used. There is a tiny bypass o-ring that swells shut which I drilled out. It also explains the little valves better.
