do you think maybe becuase the fog pump is not hooked up the computer is making it run to lean? if so can i take the heads off my old block and just swap them out with the 68' heads?,so i can get the smog pump goin on it? by the way to clarify I took a 68' block with the heads already installed on it (long block right?) minus the timing chain cover and oilpan. and swapped them with my cracked 93' block and heads.

I'm guessing you didn't install the egr system. That would cause a lot of those problems. The smog pump shouldn't be a problem however you can still attach it to the cat to help reduce emissions. It doesn't draw any real power. Is your o2 sensor in place? If you cracked a block it may have been fouled. I believe you have a different firing order. You may want to verify that. As far as 289 or 302 the only difference is the crank shaft. There are other differences with different year blocks, heads and cams however. For one the 93 had a roller cam.
