Default 1994 F150 has major power loss after engine is warmed up

I'm trying to diagnose and hopefully fix a problem with my friend's truck. When starting the truck cold for the first time of the day, it will run just fine. After about 20 minutes, or so, the engine has almost no power to accelerate. The only exception is when the pedal is on the floor. That 5.0 comes to life! Also, occasionally when idling, the engine starts to sputter out. I have fixed a vacuum leak, and replaced the air filter. I will be replacing the fuel filter later today. Does anyone have any ideas of what could be causing this?
