Any chance you could have a relay acting up? And fwiw, I would suspect the ignition switch might be bad.

I"m no expert but just reading your scenario I said "ignition switch" then was surprised when you tried to justify that it wasn't the IS. Is the fuel pump staying on or are you actually hearing it come on and prime like at initial start-up, could be the switch shorts causing the engine to die yet since the key is in the on position the pump starts running as soon as the signal is restored.

Tried a masterpro ignition switch and it didnt even function so traded it on a bwd it functioned but did not change anything truck still ran for a couple seconds and then cut off. Now some good news. Put on an old coil off an 89 f150 that belongs to the same owner as this truck that he hydro-locked a year ago. Truck ran rough at first but once it smoothed out has been running for 20mis so far without a problem just a slight stumble. if the truck continues to run i will buy a new coil for it. Thanks everyone for your assistance

Well the solution didn't last cranked truck yesterday afternoon to have it shutoff in about 5seconds and began acting the same way as before. So bought a new bwd coil and installed this morning truck ran for about 2mins and cut off. Now it will run for about 15seconds or so before it cuts off. Still looking for any ideas i do not know what part too look at nxt. only koeo code is 23 for the tps but i have tested it with a meter and it appears to be working correctly .6v to 4.5v

The TPS could be faulty even though the voltage is still good.

sounds similar to a problem I had last year....swapped out the computer and it solved my issue

My 95 5.0L had almost exact same symptoms, random stalling, not starting and good fuel pressure at the rail.

Pulled codes and it pointed to the PIP, (there's a TBS out on it). Local mechanic replaced it for me as it was the middle of winter. Not sure if it was re-manufactured or new.

Haven't had issues since. . . . except there are times when the truck bogs during acceleration, RPM's go up but no go-go. Probably unrelated.
