Default 1989 5.0 Running Rough

So I've been replacing one thing after another, and still having issues. I'm wondering if my ECU is at fault.
Replaced TPS, engine coolant temp sensor, MAP sensor, PIP, TFI module, and coil.
The original MAP sensor was causing the engine to run rough while cruising and idle poorly when warm and new MAP fixed that (problem also went away when the MAP was unplugged). Now that problem is back again and I just got the MAP on Friday.
The only code I get now while running is 41, lean. But the exhaust is sooty and my O2 sensor reads 1.3 volts when thoroughly warmed up, which is another concern for me.
Engine off test is tells me system pass first, then it tells me my MAP sensor is out of range again, and no speedometer input.
So is there an ECU issue that is also killing my MAP sensors? Something else maybe?
Thanks!

For what? There aren't any leaks, I've checked that.

Insufficient intake vacuum will cause what you're describing. Any vacuum leak either in lines, intake gaskets, will cause the level to drop. If you test the system running with a vacuum gauge and a T you may see an issue. You should be pulling off the top of my head 18-24hg or so, if you're on the low end of that it will cause the idle to deteriorate and the EEC to attempt to compensate. You can test almost on any connection, I normally use the EGR valve to hookup as it's right in front.
